Office Anchor Strategy RFP

New York City Economic Development Corporation (NYCEDC), in collaboration with the Department of Citywide Administrative Services (DCAS) and Office of Management and Budget (OMB), is seeking offers (each, a Proposal) for a long-term lease or condominium interest of up to 300,000 square feet of office space to be occupied by the Human Resources Administration (HRA) and/or other City agencies.  The RFP will preference Proposals offering office space in the East New York neighborhood of Brooklyn.

The objective of the RFP is to identify a lease and larger office development project that satisfy the City’s need for office space while creating additional office and retail space for non-City uses. Demand for office space in the City is projected to grow by over 60 million square feet in the next ten years, and by 30 million square feet outside of the Manhattan core. However, new office development has generally lagged outside of existing, centralized office markets due to a variety of impediments. A key issue hampering new development remains the lack of large, credit tenants needed to secure financing for new construction and/or substantial rehabilitation.  The RFP aims to address this issue by providing the City as an anchor tenant.  Proposals are therefor expected to create office space in excess of the City’s needs.

NYCEDC plans to select a landlord/developer on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, and demonstrated successful experience in performing services similar to those encompassed in the RFP.
