DockNYC Operator RFP
New York City Economic Development Corporation (“NYCEDC”) is requesting proposals from experienced, professional operators of dockage facilities to improve, operate (manage and maintain), and market DockNYC, NYCEDC’s public berth management program of specific Berthing Sites. DockNYC was first implemented in 2013 to simplify and streamline the City’s existing waterfront permitting process in order to activate underutilized City-owned piers and marinas. The DockNYC program is an element of the Port of NYC (“PortNYC”), run by NYCEDC since it grew out of NYC’s Ports & Trade department. Port NYC facilities include City-owned marine cargo terminals, rail facilities, cruise terminals, ferry landings, DockNYC sites, and aviation facilities within New York City’s five boroughs.
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the general quality of the proposal, berthing operations and management experience of proposed team, quality of maintenance and capital improvement plans, quality of maritime community support and funding plan, and the proposed fee.
