Fulton Nassau Crossroads Program

The Fulton Nassau Crossroads Program is a voluntary storefront and façade improvement program. This unique public-private partnership aims to improve pedestrian and retail conditions along lower Manhattan’s primary retail corridor, drawing from the area’s rich and diverse architectural heritage.

Overview

The Fulton Nassau Crossroads Program is a key component of the City’s effort to revitalize Lower Manhattan. The program’s goal is to create a more enjoyable 21st century experience for visitors, workers and residents, while amplifying the beauty of some of New York’s most historic architecture. The Crossroads is where Lower Manhattan will stop to shop, right between the South Street Seaport and the World Trade Center.

Background

In late 2006, NYCEDC—working in conjunction with the Departments of City Planning and Small Business Services—assembled a team of consultants who analyzed the local retail market and performed a detailed survey of the buildings along the Fulton-Nassau corridor in Lower Manhattan. This research culminated in the creation of the Fulton Nassau Design Guidelines. This document contains detailed design recommendations that are intended to help create simple, well-designed storefronts, preserving the historic character of the neighborhood’s buildings when possible, and highlighting the uniqueness and diversity of the corridor. In addition, the consultant team worked with the City to develop a voluntary program that provides technical and financial resources for building and business owners to implement these design recommendations.

The Program

NYCEDC has selected Hudson Meridian Construction Group, a leading NYC construction management firm, as the program’s construction manager. Owners who participate in the program will benefit from construction management services at no cost, as well as free design and engineering services from a design team lead by Perkins + Will with the historic preservation expertise of Li/Saltzman Architects. In addition, participants will receive varying levels of construction assistance based on the types of improvements being implemented.

The Fulton Nassau Crossroads Program has three levels of improvements:

Basic Storefront Improvements (Level 1)

Types of Improvements:

  • new signage
  • replacing opaque security grills
  • removing awnings

Cost covered:

  • 100% of design and engineering costs
  • 100% of construction costs up to $15,000 for the average building
  • 100% of all project management

Comprehensive Storefront Improvements (Level 2)

Types of Improvements:

  • lighting
  • removal and replacement of air conditioners and ventilation louvers
  • improvements to store windows and ground floor façade detailing

Cost covered:

  • 100% of design and engineering costs
  • funding for up to two-thirds of construction costs, not to exceed $60,000 for the average building
  • 100% of all project management costs

Façade Restoration (Level 3)

Types of Improvements:

  • renovation or replacement of windows, cornices and parapets
  • repairs, maintenance and/or replacement of façade material for entire façade

Cost covered:

  • 100% of design and engineering costs
  • funding for up to two-thirds of construction costs, not to exceed $200,000
  • 100% of all project management costs

To be eligible, a property must be located on Fulton Street between Broadway to the west and Water Street to the east, or on Nassau Street between Spruce Street to the north and Maiden Lane to the south. A detailed project map is available to download: Fulton Nassau Crossroads Program boundaries.

Eligible business or building owners who are interested in participating in the program should complete the Fulton Nassau Crossroads Program application. Program funding—a Housing and Urban Development (HUD) Community Development Block Grant through the Lower Manhattan Development Corporation - is limited, and applications will be reviewed on a first-come-first-served basis.
