Water Street Pops! is a series of free public events and activities within privately owned public spaces (POPS) in the Water Street district in Lower Manhattan.

Water Street Pops! is intended to foster an active and vibrant Water Street experience through diverse and engaging programming for Lower Manhattan residents, workers, and visitors. To achieve this goal, the City’s Department of City Planning (DCP) proposed a zoning text amendment that allows events and activities in POPS this year. This amendment was adopted by the City Council on June 12, 2013.
This series of events complements other City efforts to enhance the eastern side of Lower Manhattan, including an ongoing initiative by the City’s Department of Transportation to implement streetscape and pedestrian safety improvements such as new seating, more pedestrian-friendly crosswalks, and expanded public spaces. Together, these exciting activities and improvements aim to energize street life and strengthen the identity of the Water Street corridor.
These POPS include the many plazas, pedestrian arcades, and other open spaces on and around Water Street in the area generally bounded by Fulton Street to the north, State Street to the south, Pearl Street to the west, and South Street to the east.
