Energy Cost Savings Program
The Energy Cost Savings Program (ECSP) can reduce regulated energy costs up to 45 percent and regulated natural gas costs up to 35 percent for eligible businesses.
The Energy Cost Savings Program (ECSP) reduces energy costs for businesses that (a) relocate to, (b) make improvements to property in, or (c) lease space in previously improved buildings in Brooklyn, Queens, the Bronx, or Staten Island, and Manhattan above 96th Street.

When to Apply
If relocating, prior to signing lease/contract of sale; or within 120 days of moving into a Special Eligible Premises if renovating. Generally, prior to issuance of building permit.
