Energy Cost Savings Program
PROGRAM DESCRIPTION

Energy Cost Savings Program (ECSP) is an energy discount program administered by the Department of Small Business Services (SBS). The program reduces energy costs for businesses that (a) relocate to, (b) make improvements to property in, or (c) lease space in, previously improved buildings in Manhattan above 96th Street or in Brooklyn, Queens, the Bronx, or Staten Island.

  • What it is: Up to 45% or 35% savings on regulated electric and natural gas costs respectively
  • When to apply:
    • If relocating: prior to signing lease/contract of sale; or within 120 days of moving into a Special Eligible Premises
    • If renovating: Generally prior to issuance of building permit
  • Who is eligible: Industrial and manufacturing businesses, excluding retail and hotels
  • Which agency: New York City Department of Small Business Services (SBS)
    • ECSP is awaiting legislative approval to accommodate ICAP changes
