How do I find out who owns a specific property?
If you know the borough, block and lot, you can find out who is receiving the property tax bill at the NYC.gov using Property Address Search.  In addition, you can research the recorded documents on a property with the City Register at the Automated City Register Information System.  You will need the Borough, Block and Lot of the property.

How do I find out the block and lot of a property?
The Department of Finance provides a Property Address Search.

How do I determine what agency has jurisdiction over a city-owned property?
You can use the Department of Finance’s Property Address Search.  If it is city-owned, the owner field will show the agency as owner such as Police Department or Fire Department.In addition, you can find out who has filed building permits at the Department of Buildings Building Information Search.  Building permits often indicate the owner.

How can I find out the address of a specific property I saw?
You should obtain the address of an adjacent property on the same block.  Look up that property on the Department of Buildings Building Information Search website and then select browse the block to see all properties on the block.

Can I get a list of properties the City has for sale?
No.  NYCEDC offers properties through Requests for Proposals and typically has multiple interested parties in any property. You can apply to the Vendor’s List to be notified about future offerings.  In addition, New York City’s Department of Citywide Administrative Services (DCAS) has holds auctions approximately once a year.
