PROGRAM DESCRIPTION

KeySpan Energy's Economic Development Gas Rate (EDGAR) may be available to commercial or industrial customers who meet KeySpan Energy's eligibility requirements for the following programs:

Business Incentive Rate (BIR)
Area Development Rate (ADR)

ELIGIBILITY

BUSINESS INCENTIVES RATE

Application must be made within twelve months of application for new gas service or within six months of receipt of the applicable matching incentives.

Economic Development Incentives: Available to applicants who have one of the following incentives: NYS Empire Zone Certificate; NYC's Industrial and Commercial Incentive Program (ICIP); Energy Cost Savings Program (ECSP); or other documentable loan or grant received for a capital improvement administered by the City or State of New York
New KeySpan Customers: Move into a newly constructed or previously vacant facility anywhere in KeySpan Energy Delivery’s service territory. Vacant means a previously occupied building which is vacant at the time of application and where applicant can demonstrate that premises have been unoccupied for the six month period preceding application for gas service
Existing KeySpan Customers: Expand business and increase previous year’s base gas consumption by at least 15% (adjusted for normal weather conditions) and maintain monthly gas usage criteria specified in the tariff

AREA DEVELOPMENT RATE

Commercial and industrial customers who open a business or move to one of the designated economic development areas and meet minimum monthly consumption criteria, or commercial and industrial customers who expand an existing business located in a designated economic development area by increasing gas usage by 25 percent.

PROGRAM BENEFITS

BUSINESS INCENTIVES RATE

The discount is applicable to new or incremental gas consumption and is applied to accounts that are billed by firm and temperature controlled rate tariffs
The discount will consist of a rate reduction of up to 50 percent for a period of 12 years and phasing out by 25 percent each year from years 13-15 until the rate is returned to the standard tariff in year 16

AREA DEVELOPMENT RATE

This discount will be a rate reduction of up to 35 percent for a 5 year period.
