OVERVIEW
CON-ED BUSINESS INCENTIVE RATE

The Business Incentive Rate (BIR) offers special reduced energy rates to attract and retain businesses and jobs in New York City.  Businesses that reoccupy vacant commercial or industrial buildings, move into newly constructed ones, construct biomedical research facilities, or negotiate a comprehensive package of incentives from state or local authorities may qualify for reduced electric rates.

CON-ED GAS MANUFACTURING INCENTIVE RATE
The Gas Manufacturing Incentive Rate (MIR) offers special reduced gas rates to manufacturers to attract and retain businesses and jobs in New York City.  Manufacturers that occupy new or vacant premises, or negotiate a comprehensive package of incentives from state or local authorities may qualify for reduced gas rates.
CON-ED EMPIRE ZONE GAS RATE
The Empire Zone Gas Rate offers commercial and industrial customers a special program of reduced gas rates. If you start, relocate, or expand your business in a designated New York State Empire Zone in which Con Edison supplies gas, you can receive reduced gas rates for up to 10 years.

ELIGIBILITY & TIPS
CON-ED BUSINESS INCENTIVE RATE
Eligibility
  •  A basic requirement for this special rate is that applicants’ premises undergo an energy efficiency survey. Additionally, applicants must be receiving a substantial real property tax incentive or energy rebates under the Energy Cost Savings Program. Application for the BIR must be made within 30 days of the application to state or local governmental authorities for tax incentives or energy rebates.
  • For vacant premises, at least 75 percent of the building was unoccupied for 12 consecutive months out of the 24 months preceding the rate application.
  • For new premises, the building must be new construction and not an addition or extension to an existing building.
  • For existing premises, applicants must be receiving a comprehensive package of economic incentives from state or local authorities.
  • Not-for-profit institutions occupying newly constructed or converted laboratory space contained in new or renovated buildings where the space is solely or predominantly used for biomedical research.
Tips
Completed applications for the BIR program must be signed and mailed to the Economic Development manager in the appropriate geographic area. Appropriate documentation must be submitted proving eligibility criteria before a customer will be placed on the rate.
CON-ED GAS MANUFACTURING INCENTIVE RATE
Eligibility
  • A basic requirement for a new or vacant premises, this special rate requires that applicants’ business premises must be receiving a substantial real property tax incentive or energy rebates under the Energy Cost Savings Program. Application for the MIR must be made within 30 days of the application to state of local governmental authorities for tax incentives or energy rebates. 
  • Sixty (60) percent of the gas usage in the building must be used directly in the manufacturing process. 
  •  Customers receiving a comprehensive package of economic incentives negotiated after January 1, 2004, and qualified with New York City.
Tips
Completed applications for the MIR program must be signed and mailed to the Economic Development manager in the appropriate geographic area. Appropriate documentation must be submitted providing eligibility criteria before a customer will be placed on the rate.
CON-ED EMPIRE ZONE GAS RATE
Eligibility
This rate is available to new commercial and industrial customers who are located in one of the designated areas and have received certification from the New York State Department of Economic Development. Additionally, existing customers who have increased gas usage by 25 percent in three consecutive months (over the same period of the previous year), once certified by the State, can receive benefits from the rate on the increased usage.

Customers located in New York State Empire Zones must meet the following additional requirements to qualify for the Economic Development Zone Gas Rate:
  • New customers must provide supporting documentation such as a lease or deed, Business Certificate, Incorporation Certificate, or State License.
  • If required, new customers must document their independence from a previous occupant.

PROGRAM BENEFITS
CON-ED BUSINESS INCENTIVE RATE
Savings realized from the BIR will be applied to the delivery component of the bill, providing customers the opportunity to explore options from energy service companies.  The term during which a Con Edison customer may receive an electric BIR is flexible, from 3 to 10 years, followed by a phase-out period of 3 to 5 years.
CON-ED GAS MANUFACTURING INCENTIVE RATE
Savings realized from the MIR will be applied to the delivery component of the bill, providing customers the opportunity to explore options from energy service companies.  The gas rate reduction will be between 30 to 50 percent off the delivery charge.  The term of the rate is five years.  Applications will not be accepted after December 31, 2008.
