PROGRAM DESCRIPTION
The Locally-Based Enterprise Program (LBE) works to ensure that New York’s LBE firms get preference for subcontracting opportunities with general contractors who are fulfilling large-scale City projects.

ELIGIBILITY
To qualify for certification into the LBE program, applicants must:
  • Be in business for at least one year
  • Perform at least 25 percent of their work in an economic development area of New York City or employ a workforce of which at least 25% are economically disadvantage persons
  • Have earned average annual gross receipts in the last three tax years of less than $2 million for all construction and construction-related work (If the firm has been in business for less than three years, average gross receipts of all years in which taxes were filed must be less than $2 million.)

PROGRAM BENEFITS
Contractors doing work for the City of New York are required to award 10 percent of their subcontracts to certified LBEs. If the contract is under $250,000, LBEs are eligible for an exemption from City performance bond requirements. SBS also provides services to construction and construction-related businesses by ensuring their participation in the following opportunities:
  • Free advertising in the NYC Online Directory of Certified Businesses
  • Free technical assistance with bids and proposals
  • Free and/or discounted lead education courses offered by the Department of Housing Preservation and Development
Discounted computers and continuing education classes offered by participating City University of New York colleges.
