The Project The Sunset Marketplace project would develop an approximately 1.93 million square foot (SF) mixed-use commercial and industrial space. The project would include the redevelopment of an existing building - an approximately 1,120,000 SF, eight-story vacant industrial building (Federal Building #2) - and construction of a new building on an adjacent lot. The new building would be a new five-story complex comprised of retail space, associated support facilities, and required accessory parking.
The New York City Economic Development Corporation, in partnership with the Brooklyn Economic Development Corporation, selected Time Equities, Inc. as the developer of this site by a process through which proposals were received from the development community. This process is consistent with the goals of the Industrial Policy released by New York City in January of 2005. The initiatives of the Industrial Policy include: (1) the establishment of new Industrial Business Zones (IBZs); (2) new IBZ incentives; and (3) area planning studies to identify infrastructure improvements that create a friendlier environment for industrial businesses.
The redevelopment of the proposed project site would create new commercial and industrial space on an under-utilized site, which is critical to retaining and attracting industrial business to the Sunset Park area of Brooklyn. To achieve the City’s development goals, the project site would be rezoned from an M3-1 zoning district to an M1-3 zoning district, and special permits would be issued to allow large-scale retail operations and signage.
Environmental Review The Sunset Marketplace project will be subject to an environmental review process pursuant to the Rules of Procedure of City Environmental Quality Review (CEQR). Under CEQR regulations, proposed projects which involve discretionary government actions (e.g., re-zoning) require the preparation of an Environmental Assessment Statement (EAS) to determine if there exists the potential for significant environmental impacts from the proposed project. The Sunset Marketplace project is anticipated to involve several public actions which require environmental review, including disposition of property, zoning map amendment, and special permits.
The Office of the Deputy Mayor for Economic Development is the lead agency charged with overseeing the EAS/EIS for the project. If the lead agency reviews the EAS and determines that there exists potential for significant environmental impacts, the agency issues a Positive Declaration and directs the completion of a Draft Scope of Work for the preparation of an Environmental Impact Statement (EIS).
The Office of the Deputy Mayor for Economic Development has completed the EAS and issued a Positive Declaration and Draft Scope of Work, which can be downloaded below. A public hearing was held on Thursday, June 26, 2008, to provide the public with the opportunity to comment on the Draft Scope of Work for the project. A public scoping hearing will be held on Thursday, July 31, 3008, to provide the public with the opportunity to comment on the Draft Scope of Work to be used to develop the EIS for the project.
