New York City Economic Development Corporation (“NYCEDC”), in cooperation with Brooklyn Borough President Marty Markowitz, is seeking a developer and operator for the former Loew’s Kings Theatre (the “Theatre”).
Responses to this request for proposals (“RFP”) must present a plan to rehabilitate and operate the Theatre as an entertainment-related venue. This RFP is subject to the conditions, terms and limitations set forth in Appendix 17 of the RFP.
The Theatre contains approximately 68,300 SF on a 55,000 SF parcel, with a seating capacity of 3,195. The “Site” includes the Theatre as well as several City-owned parcels behind the Theatre (“City-owned Parcels”). The portion of City-owned Parcels within East 22nd Street may be developed to expand the Theatre’s stage and backstage areas, thereby creating a venue more accommodating to modern-day performances.
The Theatre and City-owned Parcels within East 22nd Street are being offered for a long-term lease disposition. The portion of City-owned Parcels within the Flatbush Municipal Parking Lot may also be developed to include a parking deck.

NYCEDC plans to select a respondent on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.
