CONGESTION PRICING RFEI RESPONSES

SUMMARY

NYCEDC has received 30 responses from a cross-section of respected and talented firms to our Request for Expressions of Interest (“RFEI”) for the Implementation of the City’s Proposed Congestion Pricing Plan. This large number and quality of responses clearly indicates that the market place believes that the implementation of the City’s congestion pricing plan is feasible.

NYCEDC, working closely with NYCDOT and The City, has begun to review the 30 responses. Through this process, the City has gained valuable market-generated information that will help further develop and refine the City’s proposed congestion pricing plan.

Given the interest in this topic, we are posting responses that were not marked as “business sensitive” in order to inform the public and move the conversation forward. The RFEI itself requested companies to provide an overall approach to the design, implementation, operation, and maintenance of a congestion pricing system. Respondents were asked to identify key issues involved in implementing such a system and their ideas for innovative operational and technological solutions. The RFEI asked respondents to address nine key areas (respondents could respond to any combination of the key areas based on their expertise and capabilities and were not required to provide a response to all areas). The key areas included:

  • Pricing Concept
  • Technology Choices
  • Interoperability with E-Z Pass
  • Operations
  • Enforcement
  • Maintenance
  • Privacy
  • Urban Design
  • Traffic Data Monitoring

Below is a brief analysis of the responses and some key findings:

  • The responses overwhelmingly indicated that the City’s plan is feasible.
  • The responses were very thorough and represented a myriad of firms ranging from small equipment and technology firms to large multi-national corporations.
  • 14 responses addressed at least eight of the nine key areas noted above
  • 9 responses addressed only one or two of the points
  • A number of respondents have experience implementing similar systems across the world
  • Several firms expressed confidence in their ability to implement the system on the necessary timeline, although most identified it as a challenging timeframe. Some respondents suggested a phased-in approach to address the timeline concern.
  • The technology choices were diverse. Many respondents indicated that License Plate Recognition technology would most ably address the system’s needs. Other technologies such as Optical Character Recognition, GPS, Cell Phone technology, and On–Board Units were also suggested.
  • Many responses suggested utilizing more than one technology to provide redundancy.
  • Many responses identified the value of having the system inter-operate with the E-Z Pass system.
  • Many responses indicated that the use of the city’s wireless network (NYCWIN) has adequate bandwidth to function as a component of the pricing program.
  • Given the proposed technologies the expected amount of required hardware would not be extensive and could be integrated into the City’s existing urban design
  • Privacy issues can be adequately addressed by the encryption of wireless communications and strictly followed protocols to protect the public.
  • Some proposed changes to the system suggested by respondents included implementing a cordon system as well as recommendations to alter the exact boundaries of these cordoned lines.
    NYCEDC, along with NYCDOT, and the City will continue to review these responses in greater detail to inform the discussion, approval process, and the eventual implementation of a congestion mitigation implementation plan.
