ALTERNATIVE FUELING FACILITY HUNTS POINT FOOD DISTRIBUTION CENTER THE BRONX

SUMMARY

New York City Economic Development Corporation (“NYCEDC”) is seeking proposals for a long-term ground lease and development of a retail alternative fueling facility and associated retail services on an approximately 127,800-square-foot site located along Food Center Drive and Halleck Street in Hunts Point, the Bronx (the “Site”). The Site is owned by the City of New York (“the City”) and is contemplated to be leased in accordance with §384(b)4 of the New York City Charter for subsequent sublease or lease assignment to the Selected Developer (as defined below). The Site lies within the Hunts Point Food Distribution Center (“FDC”), a City-owned industrial park comprising wholesale food distribution businesses and other food-related enterprises.

The goal of this Request for Proposals (“RFP”) is to solicit proposals for the development of a retail fueling facility that supports and encourages the use of sustainable alternative fuels by trucks traveling within Hunts Point in order to reduce the negative impacts of diesel emissions on public health and reduce dependency on fossil fuels. NYCEDC envisions a retail fueling station would provide at least one type of competitively priced sustainable alternative fuel, though proposals that include more than one are strongly encouraged. In addition to the fueling facility, associated uses on site should meet truck drivers’ needs for basic services, such as restrooms and retail facilities, e.g. a convenience store, grocery store, restaurant, and/or bank. NYCEDC also strongly encourages proposals that include uses complementary to the alternative fueling facility, including, for example: a truck maintenance facility for the conversion of engines to alternative fuels, a truckstop electrification (“TSE”) facility, a showroom for trucks that use electric power or sustainable alternative fuels, a recharge station for electric vehicles, and/or an organics recovery facility for the production of biofuels or district energy.

NYCEDC seeks proposals from alternative fuel producers and distributors, fueling station operators, developers, not-for-profits, and other entities committed to the development and operation of a fueling facility and associated retail services. NYCEDC anticipates an initial lease term of 30 years with options for subsequent renewals. However, other lease terms will be considered.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

SUBMISSION REQUIREMENTS

Detailed submission guidelines and requirements are outlined in the RFP, available as of Monday, April 28, 2008. The RFP is available for in-person pick-up between 9:30 a.m. and 4:30 p.m., Monday through Friday, from NYCEDC, 110 William Street, 6th floor, New York, NY (between Fulton & John streets).

RESPONSES ARE DUE NO LATER THAN 4:00 p.m. on Friday, August 1, 2008. Please submit ten (10) sets of your proposal, along with one copy in Adobe .pdf format on disc, to: NYCEDC, 110 William Street, 6th Floor, New York, NY 10038, Attention: Maryann Catalano, Vice President, Contracts.
